At the YMCA of Greater Seattle, we believe young people have the power to shape their communities and our future. Through Youth & Government programs, teens gain hands-on experience in civic leadership, advocacy, and public service while developing the skills and confidence to make a difference.
This year, two Youth & Government participants earned exceptional recognition for their leadership and commitment to civic engagement.
Northshore Delegate Elected 80th Youth Governor

We are proud to celebrate Langley Foster of the Northshore YMCA Delegation, who was elected to serve as the 80th Youth Governor of the Washington State Youth Legislature for the 2026–2027 program year.
As Youth Governor, Langley will represent our state at the 2026 Governor’s Conference in Washington, D.C., where youth leaders from across the country will come together to discuss civic leadership and public service. She will also participate in the 2027 YMCA of Greater Seattle Hill Day and serve on the 2026–2027 Youth & Government Program Committee, helping shape the program's future.
Pictured above with former Youth Governors Clyde Carter III, Campbell Phillips, and Hugh Carter, Langley joins a proud tradition of youth leaders dedicated to strengthening democracy and inspiring positive change.
Bellevue Delegate Receives Prestigious Honors

Charlotte White of the Bellevue Family YMCA Delegation received the 2026 Outstanding Lobbyist of the Year Award, recognizing her excellence in advocacy and engagement within the Washington State Youth Legislature program.
Charlotte was also awarded the Robert F. Utter Scholarship, which honors students who demonstrate outstanding and sustained contributions to civic leadership in Washington State. Established in 1997, the scholarship recognizes young leaders who embody ethical leadership, civic responsibility, community service, and a commitment to democratic values.
Charlotte's accomplishments reflect the mission of Youth & Government: empowering young people to lead with integrity, engage thoughtfully in public issues, and strengthen their communities through service.
Developing Tomorrow's Leaders Today
Charlotte and Langley's achievements highlight the impact of YMCA Youth & Government programs, which help young people find their voice, practice leadership, and engage meaningfully in the democratic process.
We congratulate both students on these well-deserved honors and look forward to seeing the continued impact of their leadership in Washington and beyond.
